Justice Piotr Tuleja was born on 12 March 1963 in Cracow. He graduated from the Faculty of Law of the Jagiellonian University in Cracow in 1987. Judge Tuleja earned his juris doctor degree in 1993, and a habilitated doctor's degree in legal science in 2003. Between 1987 and 1989 he attended judicial training at the Voivodeship Court in Cracow, whereupon he passed a judicial exam. In 1987 he commenced his professional career at the Chair of Constitutional Law of the Jagiellonian University in Cracow. Since 2009 he has been headmaster of this chair. He is also head of the post-graduate study programme "System of human rights protection in Poland". In 1990 he was deputy Voivodeship Electoral Commissioner. Between 1992 and 1998 he worked at the Constitutional Tribunal as a judge's assistant. From 1998 until 1999 he was an adjudicator at the Department of Preliminary Review of Applications and Constitutional Complaints in the Office of the Constitutional Tribunal, and from 2000 until 2010 he was Director of this Department. In the years 1991-1993 he attended scholarships in Austria. Thereafter, in 1995-1996 he served short-term internships at the constitutional tribunals in Austria, the Czech Republic, Spain and Germany. From 1996 - 1998 he was a research fellow of the Alexander von Humboldt Stiftung at the Johannes Gutenberg University in Mainz. In 2010 judge Tuleja was member of the team established by the Marshall of the Sejm to draft changes in the Constitution of the Republic of Poland in the context of harmonisation of the Constitution of the Republic of Poland with the European Union law. He is currently member of the Committtee of Legal Studies of the Polish Academy of Skills, the Polish Society of Constitutional Law and the Societas Humboldiana Polonorum. Judge Tuleja is also member of an examination board for admission to bar training for advocates and legal advisors. He is lecturer in constitutional law for judges and public prosecutors. Justice Tuleja is currently member of the editorial board of the "Forum Prawnicze" [Legal Forum]. He chairs the editorial board of the "Sądownictwo Konstytucyjne" [The Constitutional Judiciary] series at the Office of the Constitutional Tribunal. He is editor-in-chief of the "Przegląd Sejmowy" [Sejm Review]. Piotr Tuleja is the author of over 100 publications covering such areas as constitutional law, and, more specifically, the constitutional judiciary and the constitutional complaint, interpretation of the Constitution, human rights, law-making, and judicial application of law. He has been awarded the Cavalier's Cross of the Order of Polonia Restituta. In November 2010 the Sejm of the Republic of Poland appointed him Justice of the Constitutional Tribunal.
