Judge Kazimierz Działocha was born on 29 January 1932 in w Wysocko Wielkie. He graduated from the Faculty of Law and Administration of Wrocław University in 1955. Judge Działocha earned his juris doctor degree in 1962, and a habilitated doctor's degree in 1968. He was awarded the title of professor in 1977, and became full professor in 1984. In 1956-1957 he practised as a legal adviser. He served as deputy dean of the Faculty of Law and Administration of Wrocław University from 1978 to 1981. In 1996 - 2002 he was head of the Chair of Constitutional Law of Wrocław University. In 1995-1997 he was a Senator of the Republic of Poland (in the 3rd Senate) and a member of the Constitutional Committee of the National Assembly, where he chaired a permanent team of experts from 1993 to 1995. He was a member of the presidium of Legislative Council of the Prime Minister in 1994-1997. In 1997 he was elected Deputy to the Sejm (of the 3rd Sejm), chaired its Deputies' Ethics Committee, and served as deputy chairman of the Committee on Law Codes Reform. He is a member of the Executive Committee of the International Association of Constitutional Law IACL (since 1995), International Lawyers' Commission, Polish Legislative Society, Wrocław Scientific Society and also a member of the Committee on Legal Sciences of the Polish Academy of Sciences (in 1984-1989 and then since 1999). Since 1997 he is a deputy editor-in-chief of "Państwo i Prawo" [The State and the Law] journal. He has been a co-founder of the International Chopin Festivals Foundation in Duszniki Zdroj and the chairman of that foundation's Council since 1989. He is an author or co-author of over 300 scholarly publications, including 11 monographs. Kazimierz Działocha was a Judge of the Constitutional Tribunal from 1985 to 1993. |
