Justice Henryk de Fiumel was born on 9 February 1925 in Chełm Lubelski. He died on 17 June 1986.

He graduated from the Faculty of Law of Warsaw University in 1949. Judge de Fiumel earned his juris doctor degree in 1960, and a habilitated doctor's degree in 1967. He was awarded the title of professor in 1981. In 1950-1970 he served on the Chair of International Law, and after that worked at the Institute of State and Law of the Polish Academy of Sciences. He was a Deputy to the Sejm of the Polish People's Republic (of the 6th Sejm).

Henryk de Fiumel was a Justice of the Constitutional Tribunal from 1985 to 1986.
