Teresa Debowska-Romanowska  Teresa Dębowska-Romanowska

Judge Teresa Dębowska-Romanowska was born on 31 October 1941 in Sandomierz. She graduated from the Faculty of Law and Administration of Łódź University in 1964. She earned her juris doctor degree in 1970, and a habilitated doctor's degree in 1981. She is a Professor of legal sciences since 1991 and, since 1992, full Professor in the Chair of Financial Law of  Łódź University. From 1993 she is a head of the Chair of Financial Law of  Łódź University.

From 1980 until 1981 she served as an expert of the emerging structures of "Solidarity" Trade Union and later an expert of underground structures of "Solidarity". After 1989 she served as an expert of the Sejm and the Senate, and the Constitutional Committee of the National Assembly, as well as the Union of Polish Towns.

In 1993 she was elected judge of the Supreme Administrative Court where she served until 1997.

She is an author of a draft laws on communal finances, and regional clearing houses. She also proposed the concept of a general subvention for communes [i.e. basic level of local authorities]. She is a prolific author of publications in the field of financial law.

Teresa Dębowska-Romanowska was a Judge of the Constitutional Tribunal from 1997 to 2001.
