Judge Czesław Bakalarski was born on 17 September 1930 in Poznanka, Łuck county. He graduated from the Faculty of Law and Administration of Warsaw University in 1958. Judge Bakalarski earned his juris doctor degree in 1976, and then worked for the Institute of State and Law of the Polish Academy of Sciences. From 1951 he served as an assistant judge on military courts and, from 1955, as a judge on the Air Force Court. In 1972 he was appointed a judge of the Supreme Court and, from 1978, a head of department in its Military Chamber.

He is an author of publications on criminal law, criminal procedure and constitutional law.

Czesław Bakalarski was a Judge of the Constitutional Tribunal from 1985 to 1993.
